Is it law that all passengers have to have a hi viz jacket or just the driver?
Also, do you have to have a bulb and fuse kit ( good practice I know)

In summary you have to have the following

Hi viz jacket ( how many ?)
Breatherliser x 2
Red triangle
Fuses?
Bulb kit?

Requirements for france are;

Logbook
Insurance
GB badge or plates
High visibility vest - only 1 required but take enough for everyone, and they have to be somewhere in the vehicle where you can put them on before exiting the vehicle
Headlights adjusted
Breathaliser - this isn't law anymore, but its a strong recommend to take anyway (very odd law surrounding this)
Warning triangle

Bulb kit and fuses aren't a legal requirement, but sensible to take.

Also a copy of your insurance certificate is useful.

I have always taken cert itself rather than a copy as some police don't acept copy.
 
All the above apply. Also the police require you have Driving License, MOT Certificate(if applicable) and Insurance, on your person, not in the vehicle (or at home)! And very important is a cork screw.

Most insurance certificates are downloaded and self printed nowadays.
