Help Remote control for heater resetting

Help, just replaced the batteries in my remote heater control and nothing is happening, the batteries are clearly okay and showing the green and red light when pressed.

Does anyone know if there is some technique required to programme this or to pair it to the control, or is it a dealer reset ?
