This is clearer than the cut and paste article in today's Daily Telegraph which suggests the advice applies to the whole of France.

Sorry, but I am a bit sensitive on this point as I was badly affected last year. Both arms and all my chest and abdomen - 2 months to recover!

It also applies to quite a few departments in France, they seem to be stocking and selling mozzy sprays, creams and nets in a lot of supermarkets and bricos here in France.
