Hi Guys

I know there has been a lot of confusion around the changes of VED (Vehicle Excise Duty), the timing and how it applies to the registration process of a New California at the moment. I'm going try and explain what we have learned and hope this helps:

1 - Once the Vehicle has landed in the UK (doesn't have to be with the dealer) we can request a V55 form from the DVLA. This is a manual process to enable the Dealer to register the vehicle as a PLG (Private Light Goods Vehicle). This then means it can be taxed at the new VED lower rate.
2 - Once we have received the V55 form we have to send that to the DVLA so that they can allocate it a REG Number, unfortunately you will not be able to choose your REG Number like we usually offer as it has to be allocated by the DVLA. If you have a Private Plate you will then need to send your dealer the physical copy of your retention document so they can post that along with the V55 form.
3 - Once the DVLA has received the V55 form they will then inform your dealership of the REG number so it can be fitted to your vehicle.
4 - At present this manual process is taking about a week to turn around.

If the manual process is not followed then the vehicle, even if registered after 12th March, will revert to the previous VED.

I hope this makes sense and provides some more clarity on a situation that has been brought on us all with no prior warning. Thanks for guidance. Could l refer you to my posting on the the other VED thread, because there are a couple of other queries. The main one being that originally my California was to be registered as a MPV rather than a Motor Caravan, and the effect that would have. Thanks

How do those stand who have Cali's registered as MPVs, and want to change it to Motorhome? Is that possible in your experience? Or are we stuck with the erroneous period where we were an MPV and forever will be?
 
When registering our new T6.1, the V55 came to the dealer with the Body Type/Vehicle --MPV.
I was told this was wrong, it should be Motor Caravan.
A request for a new V55 was made to VW showing Motor Caravan. This went missing in the post. Another new one was requested, and guess what, when it arrived, it stated, Body Type---MPV.
The dealer said others that had arrived for a hire company, also said MPV.
So it seems that at VW are now classing all Californias as MPVs.
BUT
Hamish S posted, that on the 30/6/20 his was registered as a motor caravan!

The important thing for VED, is that the Tax Class is PLG, ( Private Light Goods )

I want to try this and will, but will have to wait until end of September as going away in our Cali and need to carry the log book, meaning will have to pay the high tax for the 2nd year
 
Our application for registration (V55) states MPV, LGV, Tax Payable £325 (Inc first registration fee).
So is there any point in trying to get it changed from MPV to MC.
It will be interesting to see what the V5c gives the body type as, when it finally emerges from HMRC.

IMO, it will be when the tax brackets change to push out 'common' diesel MPVs, whereas Motorhome diesels will be far more acceptable.

The Policy paper, published 11th of March 2020, Vehicle Exercise Duty rates for motorhomes states, "new motorhomes do not have to submit CO2 certificates from12 March 2020.Then follows with a lot of waffle, and is concluded with with the the statement "Furthermore, from April 2021, motorhomes VED liabilities will be based on their CO2 emission figures.
So it seems, regardless of whether it registered as an MPV, Motor Caravan, Motorhome, desiel or petrol, it will be the CO2 Cert that will decide the VED.

Vehicles registered between the 11th of March 2020, and April 2021, the situation is a little less certain.
 
SMG Tonbridge told me yesterday that when registering a California they now do not have to raise a V55 and use snail mail. It can now be done on the in-house computer system as VW and DVLA have sorted out the problem.

Have you heard of anyone being successful getting the class changed retrospectively and receiving a VED refund?
My dealer advised he could register my 6.1 online to save time and then I apply to the DVLA to get a refund. DVLA have been useless and the dealer is not helping (I reckon he realises he has misinformed me).

After waiting 48 weeks for our van I was not going to wait another month. Ours was registered as a "luxury car" in July (£1,850). Dealer gave me a letter, I sent that to the DVLA. Found out yesterday that new V5 has been issued along with a refund. Not yet received it but should get it in a few days.

However if I was collecting the van now the system should be able to register it as a "PLG" straight away without all that faff.

Do you have a copy of the letter? If not, could I get the details of your dealer? DVLA have now told me that "no refund will be issued".

My V5 has just arrived in the post and my Cali is now correctly registered as "Private Light Goods", but no cheque yet for £1,600 so on the DVLA web chat at the moment.

My dealer was able to claim that it was confusion caused by Lockdown 1.0, I am not sure you would get away with that now. Is your dealer utterly incompetent? Only a handful of 6.1 Californias were registered incorrectly, so the new process is well established. I would not go through this process/risk again - it has taken 3.5 months, and still no refund.

I am slightly confused, has your van already been registered or it is waiting to be registered?

Just had confirmed from DVLA that my refund for £1,580 will arrive in the next 10 days. :bananadance2
 
Can someone put this in simple terms as it confuses the hell out of me! What class of vehicle is it best to have our Cali registered as (not as we'll get a choice!)?
What is the difference in the yearly tax payable depending on the class?

You don't get a "choice", it is what it is. Perhaps the confusion is because prior to March 2020 Californias were registered as "luxury cars" and now they are "Private Light Goods" vehicles. The latter is far, far cheaper in terms of tax.

Thats a bit of an over simplification - there have been hundreds of pages of discussion over the years as to what a California has been taxed as, from memory:

T5 - some registered as cars come as vans, some got retrospectivly reregistered & DVLA issued tax refunds. Whichever class it was they were flat rate as no emissions given on V5

Early T5.1 beach taxed same as a car band based on emissions beach can cost double the SE rate, SE taxed as flat rate £265? same as a van

slightly later T5.1 SE now taxed based on emissions - watch out for 4 motion DSG £565/year

(2014?) T5.1 blue motion introduced to reduce emissions to get back to more sensible tax bands

Dec 2017 - the emissions scandal new vans were being reassessed for emissions & some went up a couple of tax bands - customers wanting compensation from dealers / VW for the increased tax costs.

Late 2018? All californias suddenly registered as MPV - huge outcry on here from people moaning they would never get insurance etc etc Taxing in line with cars & attracting the over £40k additional tax for the first 5 years on top of the £140 standard tax

March 2020 - agreement from DVLA that motor caravans over £40k don't get the additional tax for first 5 years - VW jump on the band wagon as they can see on the road costs reduce so they can hide a price rise to the customer. Van are charged flat rate as vans at £265 VW

April 2021 - its all changing again as initial VED will be based on emissions for Motor Caravans as well as cars - cant remember where I read that.

In simple terms though a 2019 MPV will be more at initial registration & subsequent 5 years, to tax
a 2020 "van tax" will be cheaper for those years but more expensive later in life.

Yes, it was a simplification but the OP was asking about his new 6.1, and in simple terms.

I’m still not clear though. Do you know what the difference in ££ of a Cali Ocean registered on 31 March 2021 and one registered on 1 April 2021 will be?

I'm thick as well, so in year 2 we pay the relevant road tax for a PLG and we are not subject to the "luxury car" tax hike for the cost exceeding £45k in years 2-5? First registration will be next month if VW get it to the docks.
