Replacement a water fill & EHU panel

Hi Folks,
Q Q's I've bought a replacement water fill / EHU panel as ours was broken, think the previous owner must have forgotten the key whilst abroad and had to break into the water fill.

My questions are these:

1) The new out of the packet part is missing rubber seal in this area, not sure if this is how it's supposed to be?

2) Also, can anyone recommend any suitable blue paint so I can touch in the tap symbol (OCD probably, but I do like the blue symbol)?

3) Anyone know a good please to buy a new EHU point as our flap is not staying closed / latching & it will look tired on a new panel.

Seal deliberately missing in that section, thats intentional, assume vw would rather allow water to drain out should the elect inlet allow any in as opposed to it collecting inside the 240v housing.
